He holds Lao, Thai and Canadian passports and his father was a high ranking Loa Government type, so maybe his dealing are not that relevant. From talking to him i think there is a very good chance that you can develop a business there, there is also the a very good chance that you can step on landmines, both literally and physically. I've also heard that they are a little confused as the burocrats have no biz experience and few clues as to how biz actually operates. Small gifts "for the children" are much appreciated also.
