I arrived here on 27 Mar. 2008 on a multi. entry retirement visa, the arrival stamp says admitted until 26 Mar. 2009.

I left the country and returned on 22 Nov. 2008, the new stamp says admitted until 21 Nov. 2009.

Does this mean I will not need to apply for an extension of stay until Nov. 2009?

Yes

Unless you make another entry before the use before date of your visa. Infact I think that is what I would do. Just make a border run the day before that date and get another year.

Yes. Do a border run the day before you O-A Visa expires and get another 12 months.

The Visa should have a use or enter before date.

Don't forget to get a Re-Entry Permit if you plan to travel outside Thailand after your retirement visa expires. The re-entry permit will keep the Admitted Until stamp alive if you should leave Thailand.
