The newspaper report says he rides after sundown to avoid the hear, but I always see him in the hot midday sun.

His reasons could be a whole lot simpler... by being so garrish; he certainly stands out in a crowd. That would make him 10 times more visible to people walking and in cars; which could make the roads a whole lot safer for him to ride.
