Nienke
If it is not possible to talk to the owners directly, maybe ask the help of the Phu Yai Ban, the Oh Boh Toh or the Tessaban, together with some of your neighbors. It is possible that they give a warning to the owners. Maybe an option can be that the people leave their dog outside, so that you have the possibility to befriend the dog (if you want to, that is. As, after all, it is not your dog and you don't have to). Plus, the danger exists that by befriending the dog you get emotionally involved in a dog that lives under not exactly the most ideal circumstances and there is little you can do about it. Wish you good luck. Nienke
