does anyone know if a thai travelling from a foreign country (israel) on thai passport, needs transit visa if there is a three hour stop in airport in uzbakestan? israelis do not need one; does my thai husband need one for going to thailand thru uzbakestan?

there is no info on the israeli thai consulate site; they are a bit of a pain so maybe here someone can help?

would love it if someone had definitive info as would like to purchase ticket tomorrow already... also, are they a problem airport; he doesnt speak english, only thai and a bit of hebrew so need to know if it will be a problem free transfer to connecting flight? rather like sending child travelling alone, but he is not world traveller type...
