Try the AP Garden 0 4381 6773-4, which is next to the main lake in Kalasin. Rooms are approx bt350, new, clean with aircon and TV, but no fridge. Also available are 'bungalows' for bt500 which do have fridges .

Failing that there is another smaller hotel with similar rooms but with fridge for approx bt400 about 1 minutes walk from the AP Garden. To find it drive/walk up the road leading to the Rimpao Hotel from the lake and you will see it on the left.

The Rimpao is a nice hotel with swimming pool (just refurbished) and other facilities, but the rooms are a rather 'tired' and could do with refurbishing. About bt800 to stay there.

Point to note, anyone can use the pool at the Rimpao for a daily fee, which is either bt50 or bt100, I can't remember which :D

Also there is the Palatin (sp?) Hotel just outside Kalsin on the road just past the prison... They have been offering decent rooms at 450 baht per night, have a small resturarnat on site and is fairly (4 years) new.... But the other places mentioned by Totster are close in town and you would be able to walk to nice eating places, the Bus Station and downtown area....
