I believe that is what he tried to do andf the Bank told him " can not"...

I have heard some people say that you need a work permit or proof that the money was originally transfered into Thailand. Can you confirm if this was the explination you were given?

A simple kwookle search. http://www.howtotransfermoney.com

You don't need work permit and stuff. Just bring your passport and the cash. Fill in outward remittance form (see attached picture).

Make sure you go to some main/bigger office as sometimes the smaller/village offices do not have experience/access with/to it so they will tell you they cannot.

You don't need to go to the main office. I have even done this in the smaller branches like they have in Central Plaza and such throughout Thailand

SCB and BB do this 100% sure as I have used both myself many many times and many different bigger and smaller offices.

Just go inside and ask for Telegraphic Transfer form, if they have you are OK.

Make sure you have SWIFT code from receiving bank and you might need IBAN number of receiving account.

Both codes are on the monthly/weekly bank statement (at least on mine, EU). Sometimes SWIFT code is mentioned as BIC.

For reason of transmitting just fill in Family Support, no questions asked.
