Renewing Thai Passport In Phuket

Good afternoon. My Thai friend from Phuket has to renew his passport in order to obtain a visa to travel to Europe. Does anyone know if there are facilities now to do this in Phuket? Would appreciate if someone knows anything about this

I recall reading a news article that one would be opened. But it is not on the list of passport offices on the MFA website.

Never heards of an office in Phuket, Songkla is probably the closest and efficient enough. Turnaround time for application about 1 hour.
