Not necessarily, but yeah odds are probably against you. I tried the pixlr site from my office computer. About 3 seconds to upload a 3MB image ready for editing. Uploaded 3 images and works smoothly for me. Would be interesting to see performance from members not so lucky to have a high speed link like mine (I'm located in Chiang Mai BTW).
