I have a question about the meaning of the phrase "เมื่อเอยก็เมื่อนั้น"

พลันที่ร่าง พ.ร.บ. งบประมาณรายจ่ายประจำปี 2553 ผ่านความเห็นชอบ เมื่อเอยก็เมื่อนั้น ความพร้อมในการยุบสภาก็จะเกิดขึ้น

The sentence appears to say most succinctly, "As soon as the budget bill for the year 2010 is passed, parliament can be dissolved."

More literally, one can say, "Once the budget bill for the year 2010 is approved, then and only then, the parliament is ready to be dissolved."

Please let me know the meaning of the phrase "เมื่อเอยก็เมื่อนั้น" both in this context and in general. Thanks for your assistance.

I think it should be เมื่อไหร่ก็เมื่อนั้น means "When 1 happened the 2 (in the waiting) will follow."

It's not so "ONLY THEN" but it sure that the 1 trigger the 2.

ie.

Hitler tried to conclude the non-aggrassion pact with Stalin เมื่อไหร่ก็เมื่อนั้น he was ready for invasion plan of Poland.

In this context:

It's understand that the annual big budget is the money buffet for the political parties (they can allocate it to the projects of their folio and through corruption or propaganda of the projects they have more potential for the election). So once the budget is passed, it sets a condition that the house can disslove.

In this context it sounds like it means along the lines of "...whenever that happens..."

"เมื่อเอยก็เมื่อนั้น" has the same meaning as "พร้อมทุกเมื่อ" or "เมื่อไรก็ได้" - anytime or whenever.

So, from this sentence "พลันที่ร่าง พ.ร.บ. งบประมาณรายจ่ายประจำปี 2553 ผ่านความเห็นชอบ เมื่อเอยก็เมื่อนั้น ความพร้อมในการยุบสภาก็จะเกิดขึ้น", it should be translated to "Once the budget bill for the year 2010 is passed, parliament can be dissolved at anytime."
