Am I correct in telling my daughter in arriving from America, she only needs to get a "Permit to stay stamp" for a two week stay and does not a Visa?

And she will get her passport stamped at the "Immigration check point" in at the airport when she arrives?

And currently its "free".

And she does not need to go to the "Visa Counter" at the airport when she arrives or apply for a Visa before she arrives because she is only visiting as a tourist for less than two weeks. Am I correct?

Assuming she has a US passport you are correct.

Tell her to ignore the 'Visa on Arrival' desk (which is for certain other countries who get 15 days) and proceed directly to immigration where she will receive a 30 day visa exemption stamp :)

Visa exempt 30 day stamps are always free. As said if she has a US Passport this is what she will get.
