Norman I dont know but I do know my wife is on the committee at our condos (5) and its a LOT of work if done properley, they are always fighting with the Niti office to get things done which is good. After 3 years the whole ground floor will be repainted and wallpapered, The result of committee pressure to keep the place looking good. Some Thais do car about their environment.

They are appointed or elected at an AGM/EGM. JP should sort this out and details (Chairman at least) need to be registered at the Lands Office.

When the building is first registered as a Condominium at the land office, the developer has to submit regulations of the condo. This regulations must include details of how the initial Committee will be appointed (in the case of our Condo, the regulations simply said that the developer would appoint the first Committee). The first General Meeting of the Condo must take place within 6 months of registration. At this meeting the interim Committee will stand down and co-owners will elect a new Committee of between 3 and 9 members, who will serve 2 years terms.

Great thanks for that, what if the condo has never had a meeting?

I think you're getting good input thus far. Realize that the "interim committee" & JPM are often not all that keen on stepping down. One tactic is to hold AGMs in secret or difficult to reach venues. Another is to issue all information in Thai.

In order of importance I'd suggest 1.) familiarize yourselves with the new condo LAW. Translations are available at Thai forum. 2.)familiarize yourselves with the your current condo regulations - then compare the two. 3.) Request your committee & JPM to hold the next AGM (or to call an Emergency Gen. Mtng.) with your building as the venue. It is your legal right. 4.) If necessary, get co-owner signatures on a petition. If a mtng is called, be sure to advertise it amongst your fellow residents for maximum attendance & awareness.

Committees are often hard work. But they are the only way to assure that the co owners have a voice and that you all know where your funds are going.

If you're serious about it, check out the Pattaya Expats club for info - some of the members are veterans. Also, sketch out an outline of your new committee's initial goals.
