The title of this thread is misleading. "Expats" is often taken to mean Westerners with well-salaried jobs working overseas. The government project specifies attracting schoolchildren from Cambodia, Laos, Burma and Malaysia.

Please change it.

It seems to me, considering this direct quotation from the article:

that this is exactly what they mean, otherwise why would they want to start EPs (English Programs)?....

Wow, maybe a chance to teach one of the Burmese General's kids!
