I took my Thai wife to the British embassy in HK for a UK visit visa.

As long as she is legally living in Thailand and not as a tourist she can apply via VFS in Bangkok.

Important: You must send your visa application to a British embassy, high commission or consulate (new window) in the country where you legally live. If there is no visa office in the country where you live.

The only exception is a visit visa – you can apply for that visa at any full service visa-issuing office.

I do have a Filipina friend applied for tourist visa to UK here in Bangkok. Just make sure she is working legally here.
