Pls suggest where can I get the police certificate in Thailand? Is that the place Head Office of Police near Siam Station? How long normally does it take if we request them to issue the non criminal certificate?

You have to go to the main Police station Special Branch Office in Near Siam Square. It normally takes 2 weeks to obtain the report. It is one of the most efficient services I have come across in Thailand. Your initial visit will take you less than one hour. you can then elect either to collect the report or to have it posted to you for a small extra charge
