Immigration E Applications Any Point?

I had a look at immigration e applications but what benefit is this, do you get a print out to show reception which means no waiting? I doubt it so whats the point. Phrases like this put me off bothering:

'This system is just the advance reserve queue. The approval is based on documents showing that the filing date'. Any ideas what this means? what the hel_l is an advanced reserve queue??

Also looking a the section for re entry visa it asks for 'binding passport' no idea what that means either, better English might be needed on the site.
