Because Hun Sen runs a dipshit little country of zero significance, not much focus is ever placed on him, but believe me when I say he is an extremely nasty individual even by South-East Asian political standards.

Wikipedia gives a flavour of the man, but you would have to ask an expat for the full details of the way he runs the place like a personal warlord and kills people who get in his way.

Why this obsession with Thaksin?! Out of ten "breaking news" bulletins, FIVE of them is related to Thaksin...! If he is the black sheep in Thai politics,does that mean that most, or all, the others are white? I might be colorblind,he.he!

A new Thaksin homestead in Cambodia with a runway, Lear jet and personalized immigration booth behind it so the runaway former PM can make any hasty departure that might become necessary, no departure card required.

Besides, what says HS can't control his courts to deny any extradition petition by the Thai government? What's more, if the Thai government were to request extradition of Thaksin from Cambodia, it probably would be to send him back to Dubai.

Thaksin continues to keep the government off balance and wrong footed. I beg to say Chavalit seems more than coherent with this latest acrobatic stunt. If this new public housing scheme in Cambodia does occur, it might be because Thaksin may be sniffing a huge upcoming event.

Thai government leaders yesterday dared Thaksin Shinawatra to take up Cambodian Hun Sen's offer of a beautiful exile home in Phnom Penh.

Bangkok's threat to invoke both countries' extradition treaty once Thaksin sets foot on Cambodian soil, however, may not scare anyone.

If Thaksin, who thanked Hun Sen in a Twitter message but stopped short of elaborating his future plans, decides to come and stay closer to home, he can rest assured it won't be a walk into a trap.

First and foremost, the one who invites him and who would be his host is the most powerful man in Cambodia, thus the chance of Thaksin being stabbed in the back and extradited is virtually zero. Hun Sen's message following his meeting Wednesday with Chavalit Yongchaiyudh, Thaksin's virtual representative, left no doubt about whether the Cambodian leader is the man Thaksin can trust.

Hun Sen talked about great friendship dating back to the days Thaksin was just a businessman, about how his [Hun Sen's] wife cried over Thaksin's political misfortune, and about how much the first Cambodian couple would love to give the ousted Thai leader a "home that deserves his honour".

Combine the apparently heart-felt message with Hun Sen's stormy relations with the current Bangkok leaders, an extradition request should either bounce back to the senders or head straight to a diplomatic oblivion.

The countries' extradition treaty does not oblige them to send back someone like Thaksin as long as he can be deemed a political victim in his own country.

The legal agreement is like most other extradition treaties in essence. It says extraditable offences are punishable under the laws of the two countries by the penalty of imprisonment for a period of more than one year or by any heavier penalty.

"The Contracting Parties undertake to extradite to each other, in accordance with the provisions of this Treaty, persons found in the territory of one of the Contracting Parties who are wanted for prosecution, trial or for the imposition or execution of punishment in the territory of the other Party for an extraditable offence," the treaty says.

If the above article can make Thaksin squirm, there exists another article that is likelier to come into play.

According to Article 3, extradition will not be granted when:

"The Requested Party considers the offence for which the request for extradition is made by the Requesting Party as a political offence.. ...

"(Or) The Requested Party has well-founded reasons to suppose that the request aims to institute criminal proceedings against or execute punishment upon the person sought on account of race, religion, nationality or political opinion of that person, or that the position of the person sought in judicial proceedings will be prejudiced for any of the reasons mentioned above.

"(Or) The offence for which the request for extradition is made is exclusively an offence under military law of the Requesting Party and does not constitute an offence under criminal law of that contracting party."

On the surface, it's in favour of Thaksin, but he will have to read the above very carefully, especially because he was convicted under a law that has been in existence long before the military coup that ousted him. Then again, while those letters could be a cause for concern, Hun Sen has all but said Thaksin shouldn't be scared.

If I read the other topic where is claimed that Thaksin is suspected to have financed a coup against Hun Sen while he was an upcoming business man then "a home that deserves his honour" could get a very strange meaning.

Cambodia has always been the place to run to for Thais seeking to escape the justice system (certain Thai casino owners in Poi Pet come to mind). As for the extradition treaty with Cambodia, it hasn't brought back any Thai fugitives yet and won't deliver Thaksin either. Deputy Prime Minister Suthep Thuagsuban has already given himself an out by stating that extradition will only be sought if Thaksin settles in Cambodia "permanently".

It's all a crock of something which has a strong and unsavoury smell, from all sides.

Cambodian PM did not offer Thaksin a home

Cambodia's Prime Minister Hun Sen did not offer fugitive ex-Thai PM Thaksin Shinawatra a home in Cambodia, Cambodia's spokesman Khieu Kanharith.

"He didn't say that," Khieu Kanharith said. "Some people have said we would allow Thaksin to have a permanent home in Cambodia - it's not true."

He claimed Hun Sen had been misquoted by the media.

This was the latest twist of the talk between Hun Sen and Gen Chavalit Yongchaiyudh who recently visited Phnom Penh as chief advisor of Pheu Thai party.

Arriving in Bangkok after a one-day visit to Phnom Penh on Wednesday, Chavalit told reporters that Hun Sen offered to build a home for Thaksin who was runaway from a two-year jail term on charge of abuse of power and corruption.

Chavalit quoted Hun Sen as telling him during the talk, "We have been great friends since Thaksin was businessman and the relationship has remained the same since he entered politics."

"Though I'm not Thai, I'm hurt by what has happened to him. My wife even cried on knowing about it and has an idea to build a home for Thaksin to come and stay honourably."

Meanwhile Phnom Penh-based Rasmei Kampuchea newspaper quoted Hun Sen as telling Khmer reporters, "I consider Thakshin as my eternal friend. Cambodia will welcome him to stay here for anytime. I make the house available for him at any time if he decides to visit Cambodia. I also talked with Chavalit about the cooperation between Puea Thai Party and Cambodian People's Party."

He can and he does.

We agree.

Now HS's people are making clear to all concerned that Thaksin can't stay permanently in Cambodian public housing provided specifically for the good Dr. Both HS and T know however Thaksin isn't thinking permanently - not permanently about Cambodia.

It's only a matter of time before HS's offer is accepted by the presently between jobs Thaksin. I want to see if Thaksin will plead poverty to his Reds so Thai supporters in Thailand pay for the new house or whether Thaksin will send an electronic bolt to HS who no doubt really needs the money (not).

Like the proverbial vulture, Thaksin is circling ever closer to LOS.

The ex Khmer Rouge Hun sen has always disliked Thailand, envy probably, so apart from the lucrative bisiness prospects Thaksin offers it's a chance to stick the knife in by offering shelter to the criminal.

Maybe Thaksin wants to go for cancer treatment, it's convenient for Rama 9 hospital doctors, but he must fear assassination, far easier in Cambodia than Dubai.

So have things come to the point now that we can talk the 'a' word (assassination) when we think of Thaksin's carryings on?

For as long as Thaksin's been about, every Thai I've spoken with has said any post coup assassination would be too obvious and divisive, among other things. Are we getting to the point 'a' is no longer ruled out? An airbus falls on Thaksin??

Cambodia will not extradite Thaksin on any request

Cambodia issued a statement Friday, saying it would not extradite the former Prime Minister Thaksin Sinawatra if requested by the Thai government.

The statement was released just a few hours before Cambodia's Prime Minister Hun Sen left for Thailand to attend Asean Summit in Hua Hin and Cha-am districts.

"The spokesman of the Royal Government of Cambodia would like to make it clear about its position that Cambodia will not extradite Thaksin on any request made by the Thai government if he decides to stay in the kingdom of Cambodia," said a statement of the spokesman of the Cambodian government.

The statement is made just a day after Thai government threatened to request Cambodia to extradite Thaksin, who ran away from two-year jail term in Thailand , if he visited Cambodia.

The threat came after veteran politician Gen Chavalit Yongchaiyudh visited Cambodia and held talk with Hun Sen on Wednesday.

Chavalit told Thai reporters in Bangkok that Hun Sen offered a house for fugitive ex-Thai PM Thaksin Shinawatra who he regarded as his old friend.

The statement continued that the relations and cooperation would maintain and continue in all fields between the Kingdom of Cambodia and the Kingdom of Thailand.

The statement explained that the extradition treaty between the two country states that the requested party has grounds for mandatory refusal if it considers the offense for which the extradition request is made by the requesting party as a political offense.

The requested party also has a ground for the mandatory refusal if the requested party has well-founded reasons to suppose that the request for extradition made by the requesting party aims to institute criminal proceedings against or execute punishment upon the person, or that the position of the person sought in judicial proceedings will be prejudiced for any of the reasons mentioned above.

The statement added that based on the two reasons the Cambodian government has a right to make an interpretation whether the case against former Prime Minister Thaksin Shinawatra is politically motivated or not.

The Prime Minster Hun Sen 's offer to allow Thaksin to stay in Cambodia is a virtuous gesture as Prime Minister Hun Sen and Thaksin are old friends, who shall help each other in a difficult situation and this moral attitude does not necessarily mean that it is an interference in the internal affairs of Thailand, the statement said.

No inteference in the internal affairs of Thailand? That chuckle alone is worth the price of admission.

Cambodia is entering a moral judgement against the Thai courts and government. Cambodia, the new nemises of Thailand, is enjoying this almost as much as Thaksin is.

Certainly no democratic country has consided entering such a judgement against Thailand and its legal system. Thaksin already was expelled from the UK and just can't enter any legitimate democracy. So Cambodia comes to the convict Thaksin's rescue.

I can hear the Reds' hearts pounding and can see the baht signs in their eyes.

Many people talk about Aung San Suu Kyi of Burma, so why they don't talk about Thaksin as a victim? - Hun Sen

Hua Hin - Cambodia's Prime Minister Hun Sen announced on Thursday that he planned to appoint convicted ex-Thai prime minister Thaksin Shinawatra as his economic advisor.

He made the statement upon arrival at Hua Hin airport to attend the 15th Asean Summit. He missed the Asean Summit's opening ceremony on Friday morning as he was busy receving South Korean President Lee Myung-bak.

"It is true that I would invite former Prime Minister Thaksin to visit Cambodia anytime and to be my economic advisor," he said through an interpreter.

"I would like to suggest that you should read the extradition treaty between Thailand and Cambodia on Article 3. So he can stay in Cambodia as a guest of Cambodia and he also can be my advisor on the economic (matters)."

Article 3 of the Thai-Cambodia extradition treaty states that extradition would not be granted if the requested party considered the offence is political one.

Thaksin was sentenced to two years in jail in absentia in Thailand for abusing of power and corruption.

Hun Sen insisted that it was not an interference in Thailand's internal affairs but it is a political rights of sovereign state of Cambodia.

Asked whether the plan would be considered interfering in Thai politics, Hun Sen insisted that it was under Cambodia's rights to do so.

He continued many people talked about Aung San Suu Kyi in Burma but why they do not talk about Thakin as a victim. So that cannot refer to the interference of Cambodia to Thai internal affairs.

He told reporters that in Thailand, there were a lot of "red shirts" supporting Thaksin.

Hun Sen said it was internal Thai affairs in case Cambodia did not arrest Thaksin when he entered Cambodia.

He however said he was not supporter of Thaksin. He also referred to a visit of Cambodia's opposition leader Sam Rainsy recently.

Sam Rainsy was invited to Thailand and he issued a statement against the government of Cambodia. And then the second National TV of Thailand made a comment on Cambodia, criticising myself and Thaksin.

"Sam Rainsy came to Thailand and criticised my government. I did not make any complaint about it," he said.

Hun Sen, with total control over his own crappy little piece of real estate, has decided now is the time to stick the boot into the less well-entrenched Abhisit and Thailand as a whole, which he is doing at every opportunity at a time of maximum publicity.

I hope it comes back to bite him somewhere painful. The man is a very nasty piece of work, worthy of his Khmer Rouge origins.

I can only wonder what sweetheart deal Thaksin made to Hun Sen with regards to some disputed territory. Thaksin truly believes he will be back as PM, and I would not be surprised at all if this type of deal had been made. Noppadol made the first step, and perhaps Thaksin will make the final step. Thaksin has no shame and will sell anyone or anything out for a price.
