I have a block that is 9.95m wide and 40.24 in length the council requirements are side setbacks has 1m in width, garage boundary line is 4m, the start off point for entrance is 6m boundary

i have completed the design layout but the theatre room needs to be bigger so i am having troubles with the layout of stairs and entrance

You posted only the draft 1st floor plan and asked no question about a house in England; just made a statement about being unsure of how to proceed upstairs. So can't even offer an unsolicited thought on that.

However, while also unsolicited, I would suggest you enlarge the master bedroom as much as you can, adding some space to the en suite bath. What you have is OK, but just OK. I think it will feel very crowded, specially if the two of your are in there at the same time.
