how much can you get an apartment in Thailand for

say Chang Mai or any town

it doesent have to be a western style place, just a cheap place to stay

so how much are small apartments in march or april

Yes, have even seen in Bkk for as low as 350 baht per night.

In Chiang Mai prices start at around 150 baht per night or 2000 baht per month. More respectable places around 250 per night, 3-5k per month. Anything higher than that and you're splashing out. Pretty sure you can find miserable places in BKK for less than 200 per night as well.
