my friend is planning to go home to his country. he has his non-B visa but still processing the teacher's license for the Thai visa. Is he qualified to take a re-entry permit?

Will he return before his permitted to stay until date? That is why you obtain a re-entry permit and it could be done on a tourist visa entry if you wanted. It will not add any time to his current stamp. But would allow him to depart/return before that time and continue to use his entry until the current stamped date.

Yes. He will just return to his country for an emergency & be back immediately.

Copy of passport/photo/fill out form and pay 1,000 baht. On return enter the re-entry permit number in the visa section of arrival card.
