Trump might. Hopefully there are cooler minds with the ability to stop him. The US is pretty much distanced from the rest of the world, but if Russia was nuked by them, and responded, they would both render large parts of each country uninhabitable, with hundreds of thousands of burnt, injured or dying from radiation, let alone the deaths. Radioactive pollution would like ly drift to other countries as well, causing further deaths. When would it end? Likely only in escalation. If Russia felt it was losing, it would likely use it's so called "Doomsday device" Cobalt Bomb. That would likely be the end of all of us. Not just the US. Of course, if the US used a nuke first elsewhere, then it might create a "get in first" mentality with any future adversary that also possessed them. if there was anyone left to have a future conflict. I always thought some nutcase like Kim Jong Un might be the first likely to launch a nuclear bomb in modern times. Never for a minute did I think it could possibly be some nutter in the White House. Even for a country like Iran. Let's say Trump decides to bomb them. What? A single bomb on somewhere like Pickaxe mountain where he suspects they have their enriched material? What if it strengthens their resolve even more, and they still keep the Strait closed? Destroy or irradiate the oil / gas fields? I don't think so. Nuke Tehran and kill millions? Apart from likely becoming a pariah, the US would likely face the threat of retaliation from many parts of the Moslem world. Their military bases, staff, embassies etc. would become targets. Trump himself would forever be moving around in food carts every time he travelled abroad. That's without the possibility of dragging Iran's bigger allies into taking some form of action. No thanks. Let's just keep the implied threat of mutually assured destruction just that. A threat.
