This given circumstance doesn't change the genuine meaning of the word, in which context it is usually used, does it, and this was the question, wasn't it?

ทะลึ่ง has two meanings one is: to 'rise-up abruptly (พรวด is the word used to describe the manner) ทะลึ่งขึ้นจากน้ำ= rise up abruptly out of the water. : to grow quickly in a surprising manner (รวดเร็วผิดหูผิดตา describes the manner) ต้นไม้ทะลึ่งขึ้น= the plant just shot out of the ground

The second meaning is the one referred to here: Inapropriate behavior or speech in matters not your business or at times when it is not wanted : daring to speak or behave inappropriately. (ไม่รู้จักที่ตำสูง is used which I read to mean not knowing your place)

I think presumptuous fits the circumstances very well, (my dictionary has overbearing and unduly confident in presuming), it would depend on who ผู้รับสาร was, dare seems major in the meaning อาจเอื้อม บังอาจ if he were if a reporter, I think he would get slapped-down with be impertinant: (rude or insolent, lacking in respect). It is one thing to read a dictionary, quite another to translate spoken Thai.

I don't think that context is correct firstly and secondly HAHA if a thai student is slapping your head I think you need to move schools quick, i would wai before asking and then touching even a good thai friends head.
