I am on a tourist visa and will soon have to go to immigration to extend it for a further month.

Question is, can I send someone else to do it for me? Would I have to write a permission note or something?

Most unlikely, in my view. They want assurance that the Visa/extension is being obtained for a real person, and that the person in their office is not running some sort of scam, obtaining visas for people who would not be able to obtain their own.
