My guess is this would be somebody he fought along side with who stayed in Vietnam, probably marrying.

What options might be open to him to possibly be able to get back in touch?

If he's registered with the US Embassy or Consulate, they might be willing to forward an inquiry to him.

Put a personal advert in a local English language newspaper here in Vietnam and/or try to do something similar at a Vietnamese website.
