Saw that yesterday in the center of BKK. The Thai driver had thousands in his wallet, but he played it well and the 300 Baht instant fine turned into 100 Baht pawed by the cop. The cop will become impatient, he is miss8ing out on the next one when it takes too long...

When will the Police demand a receipt system for cops?

No receipt means anything goes. How does the Police estimate the amount of fines which are handed over by cops versus actual payments collected? And would evidence of bribe taking end a cop's career? In that case, most are taking incredible risks!
