How does one become a TV moderator?

There seems to be a lot of them, how are they recruited, and are any qualifications involved?

The situation put's me in mind of the old story about politicians... Anyone who actually wants to become a politician, and actively tries to becomeone has just demonstrated that they are totally unsuitable for the job... same same moderators
