"as a resource tool for Ministry of Foreign Affairs diplomatic personnel in encouraging foreign investment in, and international trade with, Thailand".
It contains the latest details regarding visa regulations, starting businesses, reserved jobs and a whole lot of other useful info.

All foreigners who apply for Tourist Visa at the Royal Thai Embassies and the Royal Thai Consulates-General worldwide, including eligible foreigners who apply for Visa on Arrival at designated checkpoints, will beexempted from Tourist Visa fee from 11 May B.E. 2553 (2010) to 31 March B.E. 2554 (2011). Such arrangement is for Tourist Visa only.

I used Mario2008 post save to favorites looks good so far

They have done a makeover of MFA website since this topic was posted. It appears hand book has been deleted.

Unfortunately, like Immigration here, Thai Embassies and Consulates march to the tune of their own drummers and pick and choose which rules and proceedures they are going to follow

My suggestion is to check the Thai Embassy or Consulate web site in your own country to obtain current and locally applied information
