Is it possible to download "Skype" on a Nokia 3110 classic mobile phone ?

And if so, can I make calls from any wifi zone to other (mobile) phones ?

You need a smart phone, however I would be wary of using skype, I tried using it with wifi and all that happened is it used a 3g connection instead that resulted in a huge phone bill. Skype has it's pluses but many downsides including not being compatible with Voip hardware.

No, because the 3310C is a GPRS phone (sends/receives date by packages) and for VOIP you need an open stream (like mobile CMDA 3G or else)

CAT sells CMDA mobile phones that can do things like VOIP.

My nokia e71 phone is not windows and as I said be very careful if you plan to use skype, I wanted to use it through my wireless connection and thought it was doing this but it was connecting via 3G. The help says you may be charged, and trying to talk to Skype about it is rather difficult.

All in all, Skype doesn't seem to be such a good choice on a mobile phone here in Thailand.
