Baliff For Overseas Civil Case?

I would like to have a farang living in LOS get served some overseas court documents. From a fellow living here, I heard a court employee knocked on his door on a saturday morning. the lady was wearing motorcycle gloves and spoke little english. Seems she works for the Thai Courts and acts like a bailiff or messenger?

Just wondering as collecting debts seems to be a never ending story in LOS and elsewhere.

Would be nice if it was that e a s y to have civil papers from a say German court served over here.
