He is just too arrogant to give up easily, but I guess the government keep adding more criminal charges against him so may be is the best for him to cool it

Hard to say. All we really no for sure is that it's certainly possible he'd stab all those that have have fought for him in the back if he thought it suited him.

I'm leaning towards the hacked option, find it hard to believe he'd give up (would be good if he did though)

I don't think the plan to disrupt the coalition worked out so well, so what are his other options (other than war)?
