Has anyone applied for a visit visa in the latter part of March and had their passport returned within 7 days?

I take it the Embassy in BKK is closed this Friday and Monday for the Easter Public Holidays and then closed again for the Songkran Festival.

5/7 working days for tourist visa applications thats the current processing time.

The Guide to visa processing times shows that in Bangkok 99% of general visit applications were processed within 5 working days; however, this is for decisions made in February. March/April does seem to be a busy time for the Bangkok visa centre, possibly due to a large number of student applications being received, so an application now may very well take longer.

The UKBA Customer Service Standards says

To complete 90 per cent of visa applications (except settlement categories), in not more than three weeks, 98 per cent in six weeks and 100 per cent in 12 weeks
