Can a foreigner(Singaporean) owns a business 100% in Thailand?

No. To own 100% you need to be a sole proprietor. And as a foreigner you can't do that.

Otherwise you can have a limited parnership or a company.

A company requires 7 shareholders minimum. For some kind of businesses, all shareholders can be foreign - so you can have 100% foreign ownership - nevertheless not by one person.

For a list of the Types of Businesses that a 100% Foreign Owned, Thai Company are NOT permitted to operate, visit the Department of Business Development, Ministry of Commerce website and read the Foreign Business Act B.E. 2542 (1999)

However, as I understand it, a Thai Company with UNDER 50% Foregin Ownership can operate ANY business listed on the restricted list
