June 7, 201016 yr I have vinyl wall covering on my walls and looks pretty dated after 10 years. Can I paint over it after washing it down/repairing it here and there and clean it? If so, which paint will be the one to use, just emulsion water based paint will/can do? Thanks!

If so, which paint will be the one to use, just emulsion water based paint will/can do? Thanks! You would need to use an oil based undercoat twice and then you could if you wish , paint on top of that with a water based emulsion .
