Yes, sentence is incomplete and has some misspellings.

Obviously it is from a letter that every resident in Germany received during the past 1.5 years or so (mine is from Sep 08) from the newly created (central) federal tax office.

The first two sentences in German are:

"Das Bundeszentralamt für Steuern hat Ihnen die Identifikationsnummer xx xxx xxx xxx zugeteilt. Sie wird für steuerliche Zwecke verwendet und ist lebenslang gültig".

English translation is about this:

"The federal tax office has assigned the identification number xx xxx xxx xxx to you. It is used for tax purposes and is valid lifelong."

It is comparable to the US social security number, which is also a unique identification number for each person, valid lifelong.

Whether the following google result makes sense? Can't tell you.

สำนักงานภาษีที่รัฐบาลกลาง ได้กำหนดหมายเลขประจำตัว xx xxx xxx xxx เพื่อคุณ จะใช้เพื่อวัตถุประสงค์ ภาษีและสามารถใช้ได้ตลอดชีวิต
