Can A Criminal Record Be 'Çleaned' From The Record Books?

Hi,

Just have an unusual question, is anybody aware whether a fee can be paid to wipe clean a criminal record ? For example, a friend of mine had her passport cancelled due to selling unlicensed goods (and not paying off the local police) - she has had a person allegedly pay a fairly hefty fee to remove any sign of this criminal conviction from her newly re-issued passport (the fee is alleged to be somwhere around 700 000 baht). Does this ring true in your experience? I know there is a fair amount of shall we say "wheel greasing"in thai government but i am surprised that this is allowed. Also, does this amount sound about right if it does in fact ring true?
