Are the people working in these departments incompetent or do they have to be paid more to do there jobs. How do citys in other countries study their problems.

Maybe BMA needs the help of a 3rd party, to recommend again those delayed extentions to take place ... to fight those who are opposed to it.

Which organization is making sure those extentions are delayed ? ...

It is common in the US for metropolitan administrations to hire consultants to perform studies. Traffic studies, environmental impact studies, financial studies....etc. These things take very special skills and metros don't have enough need for these skills on an ongoing basis to have their own staff so when they need this kind of work done the contract it out. Also, it might produce a less biased study...but not always...ahem.....

Paying for a credit rating is something I know nothing about.

Now thats interesting, I was informed recently the Sky Train's major owner was a company in the Cayman Islands.
