Yes, it is available for Thai nationals. Look up the Australian Embassy to Thailand website, they should have all the information.

Work and Holiday Visa (subclass 462)

You must have in fact graduated and hold a tertiary qualification at a university level. Other requirements include functional English, and funds sufficient to support yourself for the initial stage of your holiday.

You must have a letter of support from the Office of Welfare Promotion, Protection and Empowerment of Vulnerable Groups in Bangkok in order to lodge a valid application:

Note the current quota this financial year for subclass 462 visas is only 500. It is quite possible that the quota has now been reached. Check first with the Australian Embassy, Bangkok.
