If the Labor Department process the visa quickly then it might go through, in my case I was exceptionally well connected. The Labour Dept processed documents within 1 hour. It then left the rest of the seven days allowed once your previous visa is canceled to process the immigration visa. The secret is to have ALL documentation for the new visa ready, the second (and I mean one minute later after work permit canceled) submit all new documentation.
