Police Clearance Statement

hello,

my wife which is thai wishes to live with me in my state.

we got a request she needs to provice a police clearance statement

we got a statement from them saying :

".. is a person with no behavior endangering the peace and order or the security of the state"

i was at my friend's who did the same process 6 years ago his statement saying :

"..so far has neither criminal record nor activity in our police files, which may endanger the public safety of thaild"

my questions are :

1. is the letter content changing from time to time ?

2. did i ask for the wrong document ?

3. my internal affairs say the words "has no criminal record" dont appear in the statement. how can i convince them that it is what they give ?
