i have my national licence and an international licence. when do I need a Thai licence and what is it good for ? can I buy and own a car holding only an international licence ? from what day on a THAI licence is compulsory ?

You can drive on your IDP / National licence combination for 3 months, the clock re-starts ervery time you leave the country so if you are doing visa runs there is theoretically no limit (until the IDP expires then you need to get another one).

Pretty sure you can buy a car with same.

BUT

It has been reported that certain insurance companies are reluctant to pay up if you don't have a 'proper' licence.

Getting a local licence is quite easy, it acts as valid ID (so you don't have to carry your valuable passport) and often gets you into dual priced attractions (National Parks etc.) at Thai prices.

I recently bought a car and didn't have to show any license whatsoever. At the time I only had my national license and an IDP. I now have a Thai DL. It was easy to get with the IDP.

May I assume you paid cash ?

I do not think you can finance a car unless you put it in your TGF or Thai wife's name.

I recently purchased a car on finance in my own name but had a Thai guarontor.

No driving license of any descrpition was required to purchase the car.
