3Bb 6Mb Download Speed

I download a file nearly every hour and previously I could get it within 1 minute; the size is about 32Mb and downloading it at 700KB/sec; 2 days ago I noticed that the download speed hovering between 100 to 120 KB/sec and it takes about 4 minutes to get it; could it be a problem at the server ?

It's probably just a bandwidth issue at any point/server/hop/gateway/etc between you and the server you are downloading from....and this bandwidth issue can variety throughout the day/week depending on the bandwidth demand being placed on the various servers/gateways/etc between you and point X.
