You can apply immediately; you can even apply before the visit visa has expired.

But you cannot do so in the UK and have to return to your home country and apply there.

So we can apply next week when my wife returns to thailand?,What date can we enter on the vaf4a(date you wish to travel to the UK)

I was thinking approx 3 months from when our application for settlement is entered to give time for the proccessing.

The date you enter is up to you; except you cannot ask for a visa's start date to be postdated for more than 3 months. Processing times vary depending on demand; sometimes they are short, sometimes long.

They will either date the visa from the day it is issued or the start date requested, whichever is the later. (Although they do often miss requests to postdate visas!)

You say she is your wife, so she will be applying for a spouse visa. This lasts for 27 months and after she has been in the UK for 24 months she can apply for Indefinite Leave to Remain. So she has up to 3 months from the start of the spouse visa in which to put her Thai affairs in order and travel to the UK.
