My computer needs earthing (I regularly get small shocks from touching the tower casing) but it is in an upstairs bedroom and the rented house has no earthing set-up. I have no access to land other than concrete. I want to attach a wire to the tower casing and use that to earth it.

Outside the room is a small balcony with steel bars supporting a corrugated overhang. The bars are bolted to the concrete balcony. Would it be a pointless exercise to earth the computer to that? Alternatively I have access to the roof space. I presume drilling into the wall and attaching the wire to a srew or similar in that would not act as a good earth.

If this is better off in the computing forum then please move it.

You should really get a proper ground for safety reasons, are you sure you can't drop a wire down to ground level and install a proper ground stake? That said I'll put money on the balcony railing being a good enough ground to stop the tingle you're feeling (it's leakage through the mains filter).

Either way, PLEASE ensure you have an RCD (ELCB or Safe-T-Cut) installed on your 2-wire setup, the extra peace of mind is worth every penny.

I am looking at moving house soon so installing a good earth here is not an option, especially if I have to drill through concrete to do so.

There is a breaker on the main circuit board as well as a fuse system and there is a breaker on the shower unit.

It is more annoying to keep getting 'tingled' off the computer tower. I will get some wire and lead it outside to the steel supports, clean an area off and try that.
