Business Adding A Job To A Work Permit

Are the requirements for a Thai business to employ a foreigner who already has a work permit the same as for asking for a new work permit to be issued? I understand a second place of employment can be added to an existing work permit.

The requirements for the company regarding capitalization and number of employees are the same when applying for a second work permit, however the first employer must issue a letter on their letterhead allowing the second employer to be added to their work permit.
