Meeting attempts to rectify construction problems on Pattaya Beach Road.

An interesting and important meeting now from Pattaya City Hall chaired by Khun Bunleu a city councilor. After hundreds of complaints and stories in the local press about the condition of Pattaya Beach Road it has finally been decided to resolve the problems of unfinished construction work and holes that reappear on a regular basis. The problem has been that utility departments have not been working together and will work separately and dig their own holes to complete their work. This meeting brought together the utility companies who have been told to complete their work as quick as they can and this will be followed by a complete resurfacing of Pattaya Beach Road. The construction work on the promenade must now be completed without delay as the beach, according to delegates is both unsightly and unclean. After months of reporting on this issue we will wait with baited breath and see if this meeting finally transforms Pattaya Beach Road to its former glory.

A proper Highways Department, employing experienced Clerk(s) of Works and with a permit system for opening up roads.

Sounds bureaucratic, but it really isn't and it works in most countries.

It is very hard to control these utility service providers - when I was working in Hong Kong I raised a point about the Water Dept in a CPD meeting of about 60 civil engineers and found we all had a dozen tales to tell. Within half an hour the meeting room was full of hysterically laughing guys - British, Chinese, Aussie, Kiwi - even a couple of Sikhs with tears rolling down their faces.

Regulation, permit-to-work and heavy penalties. It's the only way.
