Hi,

I have a red stamp on my visa, what does that mean? Does it have any significance? I heard that if you are overstayed two times in a row you get a red stamp, and the third time you overstay you get a black stamp and then they dont let you back in the country??? Is that true?

Immigration can use RED ink for a variety of reasons and not necessarily bad, you need to give more information to get better help and guidance. Ideally upload a picture of it.

Its just a red round stamp with a picture in the middle and it says under neath "Thai Consulate General - Penang" in the bottom of the circle.

Its stamped just to the right on my B visa.

That I suspect is the consul stamp validating the visa. If so it should look like this. (bottom left of visa). The stamp should partially cover the visa. Nothing to worry about.
