Yes. When you get to the "main road" (Jomtien Second Road) turn left (back towards Pattaya). Go about 200 metres. The Revenue Dept. is in a 3 or 4 storey white building on the opposite side of Jomtien 2nd Road. It has a sign in English, and a Krungthai Bank ATM out front.
