They told him, that a Thai person has to go as well. Not to Laos, but when flying internationally and I've crossed the border into Cambodia with my older daughter. No problems. No problems. Strange that this happened to your friend. Best bring along the birth certificate then, especially if you have different surnames in the passport. He thought they would get a 2 day border pass. Of course they can't get this unless they are accompanied by an Thai adult who can get a border pass. So problem solved, of course kids can come with.
