Ask them first, with a pitch something like "I already have an fairly good domain name for my ----,however I have seen that you are not using ----- which I quite like as an alternative, is it for sale? If so how much? Hopefully gibes the impression you are interested but not too much. Offer them 1k and see what happens?? 1ooo baht maybe if you are very lucky or they are very much in need, but if you really want it I think it's a miserable offer. Depending on the domain and it's market value they will or either cry or laugh, so prepare minimum 100 USD better, that's kind of basic for a domain that someone wants especially a good .com tld.
