I know the internet services are spotty sometimes, so who is good at the moment?

The way i would like to connect is either by connecting my mobile phone via USB to my laptop

or

by using a USB dongle.

is either way better than the other? i may get an unlimited plan, so if you know cost off the top of your head for unlimited as well as blocks of time, i'd really appreciate it.

AIS has the best 3G service in CM proper IMO. True Move's 3G is a little cheaper for their unlimited service. Tethering your phone to your laptop saves you from buying a dongle.

Ask your neighbors because the quality of internet service varies in different regions. Everyone we know who depends on the internet for their job has at least two internet service providers, often three. If the internet is that important to you, buy into the two top that your neighbors recommend.

Wireless, AIS 3G.
